The Ministry of Coal has issued a clarification regarding the responsibility of coal quality during transportation. The ministry has stated that the miner is responsible for the quality of coal only till the coal is loaded on to rakes, while the railways is responsible for the quality once it is in transit. Therefore, the issue of any loss during transit needs to be resolved by the Ministry of Railways.
