The Ministry of Power (MoP) has notified an amendment to the methodology for coal usage by states in private power generating stations under “Case-4: Flexibility of utilisation of coal in IPPs”. According to the original guidelines, the gross calorific value (GCV) of coal to be used should correspond with the grade of coal specified by the coal company and vetted through third-party sampling at the mine/linkage source. Under the amendment, an additional clause has been added, according to which the equilibrated GCV arrived at by a third-party sampler may be corrected for moisture loss to work out the GCV at the unloading point, based on a formula specified for reconciliation of coal.
