A steering committee of the NITI Aayog has recommended a complete switch to electric three-wheelers and two-wheelers in a phased manner, starting from March 31, 2023. The steering committee on transformative mobility has also proposed banning of all internal combustion engine (ICE) three-wheelers by March 31, 2023, and two-wheelers below 150 cc by March 31, 2025. It was suggested that the polluter-pays principle should be followed with a penalty on ICE vehicles and funds thus collected should be utilised for offering a rebate on the purchase of EVs, setting up of charging infrastructure and establishing battery plants.
