APTEL stalls APSPDCL’s decision to withdraw wind PPAs

The Appellate Tribunal for Electricity (APTEL) has stalled the Andhra Pradesh South Power Distribution Company Limited’s (APSPDCL) decision to withdraw 21 wind PPAs. Earlier, APSPDCL had submitted to the Andhra Pradesh Electricity Regulatory Commission that 21 wind PPAs for projects totalling 776.9 MW should be cancelled due to the state discoms’ inability to bear the additional financial burden involved in purchasing power from wind developers. It argued that since the PPAs are not yet approved, they are not enforceable and APSPDCL is at liberty to withdraw them.
