APTEL seeks response from SERCs over delayed tariff hikes

The Appellate Tribunal for Electricity (APTEL) has asked state electricity regulatory commissions (SERCs) to explain the delay in tariff revisions, inadequate compensation to discoms and deferred revenue over the past three financial years. APTEL has directed SERCs to furnish compliance reports on the same by October 31, 2019. The present matter was initiated suo motu by the tribunal in continuation of an old matter of 2011 pertaining to irregular tariff revisions by SERCs. In 2011, APTEL had recommended SERCs to initiate suo motu tariff revisions if discoms fail to file tariff petitions. Recently, in July 2019, the Ministry of Power (MoP) wrote to the tribunal raising concerns on the lack of tariff revision in states and the creation of regulatory assets by SERCs.
