The proposed framework would also allow consumers to directly procure RE from the developers without any additional surcharge. Suchopen access applications would be disposed of expeditiously in 15 days on ano-profit-no-loss basis to discoms. With these provisions, the government expects to remove barriers for easy trade of RE between buyers and sellers.
