Government to introduce annual service-based rating programme for discoms

The central government is mulling to introduce an annual service-based rating programme for power distribution utilities which would be ranked on various metrics such as duration and quality of electricity supplies, billing and collection efficiency, and grievance redressal.

The programme will assess customer centricity of the utility and REC Limited will be the nodal agency. Stakeholder consultations have been held with several discoms and there have been interactions with the World Bank to study the ‘ease of doing business’ model. Supply reliability or uninterrupted quality power will be the most important parameter of the rating followed by performance on services needed by the consumer such as ease and speed in new connections, metering efficiency, transparency and accuracy. Efficiency and accuracy in billing would be the third parameter. The ratings would also measure consumer convenience in making bill payments.
