Solar developers face difficulty in bidding below Rs 2.50 per kWh due to ALMM

With the implementation of Approved List of Models and Manufacturers (ALMM) restrictions, solar developers are facing a challenge in executing solar projects with a tariff lower than Rs 2.50 per kWh.

For tenders issued after April 10, 2021, it was mandated by Ministry of New and Renewable Energy (MNRE) that bidders must procure modules only from the list of module manufacturers enlisted under ALMM. Since the prices of domestic modules procured from manufacturers enlisted in ALMM are 20 per cent higher than Chinese modules, there has been an overall increase in cost of solar projects. Presently, there are no foreign solar manufacturers on the ALMM list.
