EAPP seeks consultants for updating ESIA for Ethiopia–Sudan link

The Eastern Africa Power Pool (EAPP) is seeking expressions of interests (EoIs) for providing consultancy services for updating the Environmental and Social Impact Assessment (ESIA) for the Ethiopia–Sudan Electricity Interconnector Project, which is being funded by the World Bank.

The scope of the contract, split into two parts, entails updating the ESIA report that was prepared in 2016. The first part entails drafting the Stakeholder Engagement Plan (SEP); and preparing a Resettlement Action Plan (RAP), Indigenous People’s Development Framework (IPDF) and Plans (IPDP), and a Gender Action Plan (GAP).The second part will be dependent on the output of Part 1, and will include—updating environmental and social baseline data, impact assessment and analysis, the Environmental and Social Management Plan (ESMP), and the monitoring plan from the ESMP and related plans. The services are expected to be conducted over a period of approximately 120 days.The interconnector is envisaged to support investments in infrastructure that will ensure the coordinated interconnection facilities between the countries and integration of the power systems. It can be seen as the first step towards regional power markets to utilise the enormous energy resources, including hydropower, of the Eastern Nile Area (ENA).Interested bidders have up till September 10, 2021 to submit their bids.
