MNRE releases amendments to guidelines for TBCB process for procurement of power from grid connected hybrid projects

The Ministry of New and Renewable Energy (MNRE) has released amendments to its guidelines for tariff based competitive bidding (TBCB) for procurement of power from grid-connected wind-solar hybrid projects.

The guidelines were initially issued by the MNRE on October 14, 2020 and was subsequently amended on July 23, 2021. The amendment has added a new clause which states that in cases where distribution licensee authorises any agency to carry out tendering and bidding process on its behalf, the agency will be responsible for fulfilling all the obligations imposed on the procurers during the bidding phase. The projects shall be commissioned by the scheduled commissioning date, which will be 24 months from the date of execution of the power purchase agreement or power sale agreement. Delay in commissioning beyond the scheduled commissioning period shall involve penalties on the hybrid power generator.
