CERC approves procedure for short term open access in inter-state transmissionsystem through NOAR

The Central Electricity Regulatory Commission (CERC) has approved the procedure for short term open access (STOA) in inter-state transmission system (ISTS) through National Open Access Registry (NOAR).

NOARwill be a common electronic platform for facilitatingthe STOA in ISTS and will provide a single point electronic interface for all the stakeholders, availing STOA in ISTS including short term customers, state distribution utilities, state/central/independent power producer generators, trading licensees, power exchanges,national load despatch centre (NLDC), regional load dispatch centres (RLDCs), state loaddespatch centres (SLDCs) and regional power committees (RPCs). NOAR will automate the administration of the STOA in ISTS, among other uses. The procedure will apply to all the applications including standing clearance made for scheduling of bilateral and collective transactions by availing short term open access at inter-state level.
