MoP issues amendments in methodology for use of coal allocated to states by private generating stations (Case-4)

The Ministry of Power (MoP) has issued amendments in methodology for use of coal allocated to states by private generating stations (independent power producers (IPPs)) (Case-4),originally issued by it in February 2017 and subsequently amended in June and October 2018 and November 2020.

As per the latest amendment, the clause related to timelines for bidding process and reconciliation of coal quantity have been revised. The timeline for submission of request for proposal (RFP)/request for qualification (RFP)bids has been revised to 21 days and signing of power purchase agreement to 37 days. Further, the third-party coal samplingmay be done through Central Institute of Mining and Fuel Research (CIMFR) or any other third-party agency empaneled in accordance with the guidelines issued by the central government in this regard.
