CEA issues manual on transmission planning criteria

The Central Electricity Authority (CEA) has issued a manual on transmission planning criteria, which has been prepared in consultation with stakeholders.

The manual provides the planning philosophy, system modelling, planning margins, various system studies, reliable criteria, substation criteria, criteria for renewable energy (RE) plants and others. The manual will be helpful to the transmission planners to gain the technical insight to the planning and take the decisions in a judicial manner for the betterment, expansion and strengthening of the transmission system. The planning criteria detailed in the manual are primarily meant for planning of inter-state transmission system (ISTS), intra-state transmission system (InSTS) and dedicated transmission lines down to 66 kV level. These planning criteria will be applicable from April 1, 2023, and will be used for all new transmission systems planned after this date. The existing and already planned transmission systems may be reviewed with respect to the provisions of these planning criteria, and wherever required and possible, additional system may be planned to strengthen the existing system.
