The West Bengal Electricity Regulatory Commission (WBERC) has issued the draft WBERC (Modalities of Tariff Determination) Regulations, 2023.
In its latest draft regulation, the WBERC has proposed that ceiling tariffs may apply for the procurement of renewable energy from generators below the minimum capacity required for competitive bidding under Section 63 of the Act. The draft regulation also states that tariff for hydroelectric projects, including pumped storage projects, can be determined under the regulated tariff mechanism framework under section 62. As per the draft, all new intra-state transmission projects above Rs 2.50 billion, being part of the state transmission utility (STU) transmission plan, will be implemented through tariff-based competitive bidding. The comments/suggestions have been sought on the draft by July 12, 2023.
