CERC issues draft CERC (Regulations for Inter-State Transmission Charges and Losses) (Fourth Amendment) Regulations, 2024

The Central Electricity Regulatory Commission (CERC) has notified draft CERC (Sharing of Inter-State Transmission Charges and Losses) (Fourth Amendment) Regulations, 2024.

The key changes in the draft include new sub-clauses defining “Tariff Regulations, 2024” and “Terminal Bay.” The amendments to regulation 12 address transmission deviations for generating stations with dual connectivity to both inter-state and intra-state transmission systems. Further, regulation 13 introduces provisions for waivers of transmission charges for projects such as hydro pumped storage projects (PSP) energy storage systems (ESS) and offshore wind energy, with specific timelines for commercial operation and waivers for battery ESS and other renewable energy sources. The draft also includes new rules related to green hydrogen plants.
