BERC notifies draft BERC (Terms and Conditions for Green Energy Open Access) Regulations, 2024

The Bihar Electricity Regulatory Commission (BERC) has issued a consultative paper on the draft BERC (Terms and Conditions for Green Energy Open Access) Regulations, 2024.

The policy allows voluntary procurement in increments of 25 per cent, up to 100 per cent, with tariffs including pooled renewable energy costs, cross-subsidy surcharges capped at 20 per cent of the average cost of supply, and service charges for distribution licensees. Consumers must maintain consistent power consumption for at least twelve 15-minute blocks, and short-term scheduling charges of Rs 2,000 per day apply, with long- and medium-term charges determined by annual tariff orders. The draft also covers renewable energy from non-fossil fuel-based sources, like waste-to-energy plants, for use within the state’s transmission and distribution systems. The State Nodal Agency is tasked with finalising procedural details within 30 days of notification.
