The Ministry of Power (MoP) has released draft guidelines for designating companies as renewable energy implementing agencies (REIA) to facilitate the rapid development of renewable energy projects under the tariff-based competitive bidding framework.
REIAs will act as market makers, responsible for conducting renewable energy project bidding, signing power sale agreements with developers, and ensuring payment security for renewable energy  generators. To qualify, companies must hold a category-I electricity trading license, have a net worth exceeding Rs 5 billion, and possess a long-term credit rating of A or above. The guidelines specify that procurement by REIAs will be conducted exclusively through e-bidding platforms approved by the Central Electricity Regulatory Commission. The existing REIAs, including Solar Energy Corporation of India Limited, NTPC Limited, NHPC Limited, and SJVN Limited, will continue in their roles.
