The Haryana Electricity Regulatory Commission (HERC) has issued the revised draft order for the Haryana Deviation Settlement Mechanism and Regulations, 2025 (DSM Regulations).
The regulations aim to ensure grid security, discipline, and efficient operation of intra-state transmission systems, including inter-state wheeling for transactions of 10 MW and above. It is applicable to open access generators, deemed licensees, distribution licensees, and fully open access consumers connected to the intra-state grid, the regulations mandate that all entities notify the state load despatch centre of energy contracts and operate in compliance with the Indian electricity grid code and Haryana state grid code. The framework defines provisions for scheduling and despatch, deviation measurement, and operation of the state deviation pool account.
