The Ministry of Power has issued a clarification regarding the appraisal of detailed project reports (DPRs) for hydro and pumped storage projects that are exempted from the requirement of Central Electricity Authority (CEA) concurrence. As per the notification, hydro generating schemes with estimated capital expenditure exceeding Rs 30 billion require CEA concurrence, provided that off-stream closed-loop pumped storage projects, irrespective of quantum of capital expenditure are exempted from the requirement of concurrence. The notification also states that for schemes that fall under the exempted category, the developer may seek technical guidance from the authority.
