The Asian Development Bank (ADB) has approved the second phase of Cambodia’s Energy Transition Sector Development Program with a funding package of USD82.5 million.
The programme is co-financed by the ASEAN Infrastructure Fund, Asia–Pacific Climate Finance Fund, Green Climate Fund and the UK government through the ASEAN Catalytic Green Finance Facility. It supports Cambodia’s clean energy transition through a combination of policy reforms and investments in energy-efficient technologies. Subprogram 2 focuses on regulatory reforms to strengthen the energy efficiency framework and establish policy clarity for private sector participation. It also provides for the creation of an Energy Efficiency Revolving Fund to support small and medium-sized enterprises via loans from local banks. A third phase of the programme is planned for 2027.
