Philippines launches first offshore wind-only green energy auction under GEA-5

The Philippines has launched its fifth green energy auction (GEA-5), marking the country’s first dedicated offshore wind (OSW) competitive bidding round.

The Department of Energy has released the notice and terms of reference for the auction, which offers 3,300 MW of fixed-bottom OSW capacity for delivery between 2028 and 2030. The auction includes a 20-year supply delivery period. It features a strengthened OSW Infrastructure Plan addressing grid connectivity, port access, and logistics. Pambujan Port in Camarines Norte and Sta. Clara Port in Batangas have been designated as installation sites, with flexibility for private port arrangements under defined milestones and queuing rules.
