The Rajasthan Electricity Regulatory Commission (RERC) has issued the draft RERC (Renewable Purchase Obligation) (First Amendment) Regulations, 2026.
The draft amendments propose the introduction of a new distributed renewable energy category for renewable energy projects below 10 MW, including solar installations under net metering, virtual net billing, behind-the-meter arrangements and other configurations notified by the central government. The draft regulations also provide multiple compliance routes for obligated entities, including direct consumption of renewable electricity, purchase or self-generation of renewable energy certificates issued under central regulations, or payment of a buyout price specified by the central regulator. In addition, the amendments revise renewable purchase obligation targets for distribution licensees from 2026-27 to 2029-30 by introducing separate components for wind energy, hydro energy, distributed renewable energy and other renewable sources. Under the draft, the total renewable purchase obligation for distribution licensees has been proposed at 35.95 per cent for 2026-27 and 43.33 per cent for 2029-30.
