The Central Electricity Regulatory Commission (CERC) has issued a draft procedure for levy of compensation charges to permit additional time for achieving milestones under the Connectivity and General Network Access (GNA) Regulations, 2022.
Under the draft, additional time may be allowed for submission of land documents, financial closure and commercial operation date (COD), subject to specified eligibility conditions and payment of milestone extension charges (MEC). The proposed charges start at Rs 1,500 per MW per day for land-document and financial-closure delays and Rs 3,000 per MW per day for COD delays, with escalation for longer delays. The maximum extension proposed is three months for land-document submission, six months for financial closure and 12 months for COD. The draft also provides that, where the revocation date is triggered within two months of the GNA effective date, MEC for the first two months after the GNA effective date for achieving COD will not apply.
