The Ministry of New and Renewable Energy (MNRE) has prepared a draft one-time relief package for around 44.8 GW of renewable energy projects that have received letters of award (LoAs) but are awaiting power purchase agreements (PPAs) and power sale agreements (PSAs). The proposed package aims to facilitate the execution of pending agreements and revive stalled projects through a mix of demand-side incentives and supply-side resolution measures.
The demand-side measures include a one-time waiver of interstate transmission system charges, battery energy storage system support for standalone solar projects, and deemed renewable purchase obligation and renewable consumption obligation compliance for discoms signing PSAs within three months. Under the proposed supply-side framework, developers may either cancel the LoA while retaining connectivity, swap the LoA with a PPA signed under another LoA along with extended commissioning timelines, or opt for a penalty-free exit by surrendering connectivity. The proposed measures do not involve any direct fiscal support from the central government.
