New Bidding Guidelines for Wind and Solar: Ministry of Power

The Ministry of Power has issued new guidelines for tariff-based competitive bidding for both wind and solar power.

Guidelines for Tariff Based Competitive Bidding Process for Procurement Power from Grid Connected Wind Power Projects: These guidelines are applicable for bid capacity of 10 MW and above for projects connected to intra-state transmission system and bid capacity of 50 MW and above for projects connected to inter-state transmission system. According to the guidelines, a maximum of 50 percent of total capacity as specified in the RfS can be allocated to a single bidder. Further, in case of procurement in power (MW) terms, the range of Capacity Utilisation Factor (CUF) will be indicated in the bidding documents. Moreover, the responsibility of getting transmission connectivity to ISTS network under GNA regulation will lie with the generator and shall be at the cost of generator.

Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power from Grid Connected Solar PV Power Projects: These guidelines are applicable for long-term power procurement from solar projects with or without energy storage. According to the guidelines, the minimum quantum of power that can be offered by the bidder should be 50 MW for the projects connected to inter-state transmission system. Meanwhile, in case of STU-connected projects, minimum bid quantum may be specified as 10 MW. A maximum of 50 percent of total capacity as specified in the RfS can be allocated to a single bidder. The procurement of power shall be in power (MW) terms with the range of CUF indicated in the bidding documents.
