MoP notifies Electricity (Amendment) Rules, 2024

The Ministry of Power (MoP) has notified Electricity (Amendment) Rules, 2024.

As per the notification, resequencing of the existing Rule 21 to Rule 24 within the Electricity Rules of 2005 will be done. Furthe, the introduction of two new rules, Rule 21 and Rule 22, is noteworthy. As per rule 21, a generating company or a person setting up a captive generating plant or an energy storage system or a consumer having load of not less than 25 MW in case of inter state transmission system and 10 MW in case of intra-state transmission system shall not be required to obtain license under the Act for establishing, operating or maintaining a dedicated transmission line to connect to the grid, if such company or person or consumer complies with the Regulations, technical standards, guidelines and procedures issued under the provisions of the Act. Further, rule 22 addresses open access charges, covering aspects like wheeling charges, charges for using state transmission utility (STU) networks, and additional surcharges for open access consumers. The charges for using STU network by the consumers availing short-term open access or temporary- general network access (GNA), as the case may be shall not be more than 110 per cent of the charges levied on consumers using STU network on long-term basis or on GNA basis, as the case may be.
