HPERC notifies draft Green Energy Banking Regulations, 2024

The Himachal Pradesh Electricity Regulatory Commission (HPERC) has issued banking regulations under its Green Energy Open Access Policy.It has set a limit of at least 30 percent of the total monthly electricity consumption procured from the distribution licensee as the permissible quantum of banked energy. Banking charges are fixed at 8 percent of the banked energy and must be adjusted in kind, with the distribution licensee required to establish a detailed banking procedure and model agreement within 30 days of notification. The policy categorises green energy open access consumers as long-term (12 to 25 years), medium-term (3 months to 5 years), and short-term (up to one month, with reapplication allowed), permitting only those with a sanctioned load of 100 kW or more to participate, though captive consumers face no supply restrictions under these regulations.
