The Ministry of New and Renewable Energy (MNRE) has issued the Solar Systems, Devices, and Components Goods Order, 2025, revising the existing solar photovoltaics, systems, devices, and components goods (Requirements for Compulsory Registration) Order, 2017.
It applies to solar photovoltaic (PV) modules, inverters, and storage batteries used in solar PV applications. As per the new standards, these products must comply with the latest bureau of Indian standard (BIS) norms and bear the standard mark, with minimum efficiency requirements set at 18 percent for mono-crystalline silicon and thin-film PV modules and 17 percent for poly-crystalline silicon PV modules. The order is applicable to manufacturers, importers, distributors, retailers, sellers, and lessors of solar PV systems and components, with exemptions for products meant exclusively for export. The BIS will oversee licensing and enforcement, with market surveillance conducted by BIS or a designated agency in consultation with MNRE.
