The Rajasthan Electricity Regulatory Commission (RERC) has issued the draft Green Energy Open Access (GEOA) Regulations, 2025, aimed at streamlining the procurement and transmission of renewable energy across the state.
The draft regulations seek to facilitate open access to renewable electricity for captive use and third-party sale under the Electricity Act, 2003. The eligibility for GEOA requires a minimum contracted demand or sanctioned load of 100 kW, with an exemption for captive users. Open access will be granted on a long-term (12–25 years), medium-term (3 months to 3 years), or short-term (up to one month) basis, subject to system capacity availability. The draft permits new captive renewable energy projects to install capacity up to 200 per cent of their demand, with mandatory battery energy storage systems for surplus exceeding 100 per cent. Additionally, renewable energy projects above 5 MW must include storage equivalent to 5 per cent of installed capacity.
