The Kerala State Electricity Regulatory Commission (KSERC) has issued the draft Kerala State Electricity Regulatory Commission (Renewable Energy and Related Matters) Regulations, 2025.
The draft regulations cover grid-interactive renewable energy systems, captive generators, consumers, and prosumers across domestic, agricultural, and industrial categories. They provide for multiple metering arrangements—net metering (1 kW–3 kW), net billing, gross metering, behind-the-meter, virtual net metering (minimum 10 kW), and group net metering—subject to technical and system capacity limits. Compatible meters are mandated for systems of 1 MW and above, while smart meters are required for smaller capacities. The regulations also outline provisions for open access, infrastructure costs, virtual power plant registration, vehicle-to-grid integration, and compliance with renewable purchase obligations and energy storage obligations.
