Philippines issues framework for nuclear power integration

The Philippines’ Department of Energy (DOE) has issued a policy framework for integrating nuclear power into the country’s energy mix, paving the way for its first commercially developed and operated nuclear power plant (NPP).

Under the proposed plan, the NPP will be treated as a baseload facility with priority dispatch, irrespective of the nuclear technology deployed. The DOE will explore public financing models within 90 days, working with the Department of Finance, Maharlika Investment Corporation, and other agencies. The plant will be designated an Energy Project of National Significance ensuring access to incentives and fast-track approvals. Regulatory mechanisms will be anchored on long-term contracts of 25 years, extendable to 50 years, supported by a capital recovery framework.
