PowerLine’s Virtual Roundtable on Electricity (Amendment) Bill, 2022

The much-awaited Electricity (Amendment) Bill, 2022 was finally introduced in Parliament in August this year. In its current form, it has proposed significant changes to the flagship Electricity Act, 2003. Most importantly, it proposes to enable competition in retail power supply through non-discriminatory open access to multiple distribution li­censees in an area, and to allow consumers to ch­oose their electricity supplier.

While the amendment bill holds the promise of reviving the distribution segment, its latest version is believed to be watered-down from earlier drafts of the bill. There are also concerns about certain missing provisions and the modified scope of reforms now proposed.

In this context, the mission of the Power Line Roundtable was to deliberate on the hits and misses of the Electricity (Amendment) Bill, 2022, as well as its expected impact on the sector and the way forward.

The panel will discuss questions such as:
