The Ministry of Power (MoP) has notified a revised renewable consumption obligation (RCO) framework under the Electricity (Amendment) Rules, 2025 by subsuming state-level renewable purchase obligations (RPOs) into a unified national compliance mechanism under the Energy Conservation Act, 2001.
The revised framework applies to distribution licensees, open access consumers, and captive users, and replaces the earlier October 2023 structure. The rules retain the national RCO trajectory through FY2030. For compliance calculation, distributed renewable energy projects of up to 10 MW will continue as a separate component, with normative generation revised to 4 kWh/kW/day. The denominator excludes electricity from nuclear sources, certain waste heat recovery systems, and specified fossil fuel cogeneration. The rules also allow group-level aggregation for registered cooperative societies and holding companies. For 2024–25, energy accounting must be submitted by October 31, 2025, and final compliance achieved by March 31, 2026. From 2025–26 onwards, the timeline will follow a July–December cycle.
