Philippines’ DOE proposes policy to allow generators to build transmission assets

The Philippines’ Department of Energy (DOE) has issued a draft policy that would allow power generation companies to finance and construct associated transmission infrastructure, in a bid to ease grid bottlenecks and accelerate project implementation.

Under the proposal, generators would be permitted to develop new or expanded transmission lines, substations, and related facilities beyond their existing point-to-point connections. These projects would be undertaken in coordination with the National Grid Corporation of the Philippines, which would oversee implementation, cost recovery, and eventual integration into the national grid. The policy aims to align transmission development with generation capacity additions, particularly benefitting renewable energy developers affected by limited grid availability.
