The Central Electricity Authority has released a report proposing a framework to rationalise fixed charges in retail electricity tariffs and improve fixed-cost recovery by distribution companies.
The report recommends a phased increase in fixed charges for retail tariffs over the next five years. It proposes fixed-cost recovery targets of 25 per cent for domestic and agricultural consumers by 2030, and 100 per cent for industrial, commercial and institutional consumers. Other recommendations include standardised two-part tariffs, kVAh billing for larger consumers, separate standby charges for open access and captive users, and dedicated tariff categories for net metering consumers. The recommendations will be placed before the Forum of Regulators for consideration.
