India’s power distribution sector has reached an important milestone. For the first time since the restructuring of the state electricity boards over two decades ago, distribution utilities have reported a collective profit after tax on an accrual basis. In 2024-25, discoms posted a profit of Rs 27.01 billion, compared to a loss of Rs 270.22 billion in the previous year. While several challenges remain, this marks a significant step towards building financially stronger utilities.

The sector has also recorded improvements in key operational indicators. Aggregate technical and commercial losses declined from 15.97 per cent in 2023-24 to 15.04 per cent in 2024-25. Meanwhile, the average cost of supply-average revenue realised gap narrowed sharply from Rs 0.20 per kWh in 2023-24 to just Rs 0.06 per kWh in 2024-25.

Another encouraging trend has been the significant improvement in payment discipline. The Late Payment Surcharge Rules have helped reduce outstanding dues to power generators from nearly Rs 1.4 trillion in June 2022 to Rs 33.3 billion by March 2026.

Despite these achievements, several structural issues remain. One of the biggest challenges is the absence of cost-reflective tariffs. In many states, discoms are unable to recover their costs through tariffs, weakening their financial position, leading to limited investments in network modernisation.

Further, reducing the legacy debt of discoms remains a critical priority. High debt levels continue to constrain investments in infrastructure upgrades. Network upgrades are now especially important, as the distribution network needs to be strengthened to accommodate rapid growth in rooftop solar, electric vehicles and other distributed energy resources.

Going forward, sustaining the recent gains will require continued reforms, timely tariff revisions, stronger financial discipline, accelerated network modernisation and wider adoption of digital technologies. While the sector has made encouraging progress, addressing these longstanding structural issues will be critical.
