The Department of Energy (DOE) has revised its guidelines for renewable energy development, allowing developers to apply for permits and conduct feasibility studies before the official start of their 25-year service contracts in the Philippines.
This change aims to streamline the process and promote ease of doing business in the renewable energy sector. Currently, the DOE oversees 1,300 existing service contracts, capable of generating up to 62 GW of electricity, helping the country reach its targets of a 35 per cent renewable energy share by 2030 and 50 per cent by 2040. Under the new rules, developers will receive a Certificate of Authority, enabling them to begin licensing and feasibility studies ahead of their contract start. These revised guidelines will take effect in June 2025.
